Paperless Application Process

In an effort to streamline the application process, the Pueblo West Metropolitan District Community Development and Engineering Department has moved to a paperless application and payment system. The system, referred to as OpenGov, was created in partnership with Pueblo County and the City of Pueblo, to provide a one-stop solution for application and permitting services in Pueblo County.

Check this list to see if your tract is 90% built out. If your tract is 90% built out, Committee of Architecture review is bypassed. However, an application through the paperless application and payment system is still required for legally-required record-keeping purposes only. What does '90% built out' mean?

According to the Pueblo West Declaration of Reservations, a document created at Pueblo West's founding that governs covenant enforcement in the Metro District, any tract that is at least 90% built out becomes what is called a "no standing zone" and no permission is required to build in these zones.

Fees and Payments

Payments are accepted online through the paperless system and must be submitted before the process can be considered complete.  There are fees associated for using credit card and E-check payments.  The credit card fee is 2.99% + $0.99, and E-check is a flat fee of $2.25.
