Pueblo West is a planned community and is governed by covenants known as Declaration of Reservations.
"Declaration of Reservations" are a set of rules and regulations that the Committee of Architecture follows to provide for maintenance of a high standard of architecture and construction in such manner as to enhance the aesthetic properties and structural soundness of the developed subdivision.

Pueblo County codes apply and must be followed within Pueblo West Metro District.

Resolutions are adopted by the Committee of Architecture in cases where there have been development improvements or improved construction applications such as solar panels, wind turbines. Resolutions are also a means in which the Committee of Architecture applies the way they interpret the Declaration of Reservations such as how they measure height of a structure. Resolutions are not a way that the Committee of Architecture can change the Declaration of Reservations, only a way that they can explain how they are applying the covenant restrictions.

Inspections
County officials inspects work to ensure that the applicable codes are being followed and safety requirements are in place.

Once a permit is issued the activity is subject to inspection by county officials. The purpose of these inspections is to ensure that the applicable codes are being followed. Construction work shall remain accessible and exposed for inspection purposes until approved.
The Pueblo County Building Inspector will make progress inspections of the structure at certain key points of construction, as specified within the Pueblo County Building Code. It is the duty of the applicant or his contractor to advise the other appropriate agencies 24 hours in advance when the structure is ready for inspection.
The individual contractors should make application to the Pueblo Regional Building Inspector for heating, plumbing, electrical and building inspections.
