Metro District Service Plan

The Pueblo West Metropolitan District was founded in 1969 by Robert P. McCulloch, who had the vision of turning Pueblo West into an equestrian and resort community, taking advantage of the recreational options offered by the Pueblo Reservoir, which was under construction at the time. He wanted to copy the success of one of his previous developments, Lake Havasu, Ariz.

While McCulloch's vision didn't come to fruition, a document drafted and approved by the Metro District Board of Directors in 1972 is still used to govern the limited way in how the Metro District functions.
